
UPDATE: Update on the Woollam Park Planning Application – November 2025
We have submitted updated information to St Albans City and District Council in support of our outline planning application at Woollam Park (reference: 5/2024/2271).
These updates respond to feedback received from local consultees, statutory bodies and members of the public.
A letter outlining the full package of updated information has been submitted to the Council and can be accessed here.
In summary, key changes include:
- Refinements to the surface water drainage strategy;
- Minor adjustments to parameter plans;
- Updates to the Illustrative Masterplan and Landscape Framework Plan;
- Revised biodiversity and open space plans;
- Additional technical details for the proposed playing fields and pavilion; and
- Responses to comments on urban design and landscape matters.
In addition, a Supplementary Environmental Statement has also been submitted to confirm that the updated proposals do not result in any new environmental impacts.
Additionally, a paper addressing changes to the National Planning Policy Framework (published in December 2024) and the impact of these changes on the application has been shared with the Council.

Woollam Park, North St Albans
UPDATE:
Outline planning application submitted – March 2025
Hallam Land, in partnership with the landowner, St Albans School, has now submitted an outline planning application to St Albans City & District Council for the development of the Woollam Park site. Woollam Park will be an exemplar new neighbourhood in North St Albans and has been allocated in the emerging St Albans Local Plan which has now been submitted for examination. The reference number for the application is 5/2024/2271 and the application can be viewed on the Council’s planning page: https://planningapplications.stalbans.gov.uk/planning
Woollam Park will include:
- 1,000 family-sized homes, including affordable housing
- Dedicated housing for older residents
- A local centre with a community building, shops and a childrens nursery
- A new two form entry primary school
- Connected green open spaces centred around a new common
- New pedestrian and cycling infrastructure routes into St Albans City centre
- A new bridleway linking to the Hertfordshire Way and Heartwood Forest
Prior to submitting the planning application, the Woollam Park project team conducted a comprehensive public consultation with elected representatives, local groups and the general public. We will continue to closely engage with the local community throughout the planning application process.
